What’s changing in Aged Care? Everything you need to know about Support at Home
A major update to Australia’s aged care system arrives on 1 November 2025. The new Support at Home program will replace existing Home Care Packages (HCP), making it easier for older Australians to access tailored, high-quality support to stay independent and connected at home.
This reform comes from the Royal Commission into Aged Care Quality and Safety, which urged the Federal Government to create a simpler, fairer system that focuses on safety, transparency, and true person-centred care.
Why the Change?
The old HCP setup could be complex and inconsistent, limiting flexibility for consumers. Support at Home aims to fix that by streamlining programs, simplifying fees, and providing a broader range of care levels to suit every situation including:
- Everyday tasks like cleaning, gardening, shopping and meals
- Clinical care—including nursing and physio
- Home modifications for safer living
- Restorative and end-of-life support.

What’s New in Support at Home
Eight Care Levels: Expanding from four levels to eight means support can be matched more precisely to individual needs, including short-term options for rehabilitation or palliative care.
Clearer Service Categories: All available services will be grouped under everyday living, independence, and clinical care—so it’s easier to understand what’s covered.
Funding and Fees: There is no more package management fee. Care management fee reduced and capped at 10% of your allotted budget each quarter. Capped pricing for other services set by the department of health and ageing is expected to roll out on 1st July 2026. Some costs may be fully or partially government-funded depending on your circumstances.
Single Assessment System: No more confusion between different assessments. A unified process will connect you directly to the level of care you need.
Assistive Technology & Modifications: Up to $15,000 may be available for home modifications or technology that helps you stay safe and independent.
Higher Funding: The highest level of annual funding will increase to around $78,000 per person, designed to ensure more comprehensive support for those who need it.
Stronger regulation: All providers will meet higher quality and safety standards to protect those receiving care.
